Which is the difference between bonded and not-bonded stationary phase?
Only the covalent bond between stationary phase and the tube or else?
And what is the real mean of "stationary phases can be solvent rinsed"?

I don't know the exacts of the bonding, but if the stationary phase is bonded to the fused silica then you can usually rinse the column by flowing solvent through it to remove contaminants. If the stationary phase is not bonded to the fused silica and you try to rinse the column by flowing solvent through it, then you will wash out the stationary phase and ruin the column.
