(Empower 3) View Multiple Projects

Hello everyone,
Simple question, how do I view multiple projects in the same project window.
My User Type has the Privilege of doing so, but the File - Open option is grayed out in the project window. I am validating the empower sytem at work and must visually show that my User Type can perform this action. Thank you.
