What are the different diluents could be used for preparing VOC Standards?
Can methanol be used as the diluent for preparing the stock solution and water as the diluent for working standards (1,5,10,20 ppm)?
As long as methanol is not on your target list it is the preferred solvent for volatile organics analysis.
Unless you are doing an direct injection of an extract, your diluent will be water.
Yes, if doing purge and trap you will mostly be using methanol for the spiking solution then do dilutions of that into water for the standards you will purge. Check out EPA 8260 or EPA 624 for some good guidelines on standards for purge and trap volatiles analysis.

If not doing purge and trap, you usually use the same solvent your samples are prepared in.
The past is there to guide us into the future, not to dwell in.
