Dental Gel with Carbomer

Hi everyone,
We are developing a method to determine Octenidine dihydrochloride (OCT) in a dental gel. And we are finding problems with the quantification of this compound when dental gel contains a carbomer. OCT is retained with carbomer in filter RC 0.45um because OCT is charged (+2) and carbomer is charged (-1).
How can I break this ionic bond between these two compounds to be able to quantificate CHX in dental gel?
