ISO Query - 2859 vs 3951

Hoping to get information from an ISO expert here. I am trying to find out in lay mans terms what the difference is between ISO 2859 vs 3951
I have used iso 2859-1 for all my years to the lab.
It is use to inspect and sample something according to its attributes / each lot
on the other hand iso 3951-1 is the same but for one single quality characteristic

e.g. Let's say you have to sample soil from a field
If you asked to check the soil for h.metals- appearance- foreign objects etc. use 2859-1
but if you asked to check only for h.metals use 3951-1

I have noticed that many use the 2859 because it is more general and finds use in various applications
also interested.
