It is good for the SEC of proteins and peptides, which contain multiple charges. It also binds water rather well, and has close to no hydrophobicity. With silica-based packings, these properties have been emulated with well-designed diol packings.

can you make sure that there is almost no hydrophobic interaction between it and rather hydrophobic organic compounds?

Dextran was first used (and still is) as plasma substitute. Hence, it was known that Dextran has low irreversible interaction with proteins. When locking for a material suitable as stationary phase for GPC of proteins and pepetides, Dextran was the first (and lucky) choice.
