Can someone outline how this works?
This works in the same way as (relative) RF ''impurity vs API''.

In both cases, the response factor RF1 = Signal1/Conc1 of one compound (say, compound 1 (= impurity 1)) is determined (when the analytical method is developed) and compared to the response factor RF2 of another compound (say, compound 2 (= impurity 2 or API in the two considered cases, respectively) resulting in RRF = RF1/RF2 (or RRF = RF2/RF1).

This allows one to eliminate the need of using the reference material of compound 1 (since it may be expensive) in the routine application of the analytical method. Using only the reference material of compound 2 and knowing the previously established value of RRF allow one to determine the concentration of compound 1 in test samples.
